TV-WEB: Tackling the ‘’Digital Divide’’ in SEE by using the capacity of existing DTT networks
The aim of the TV-WEB project is to deliver Internet content to those who do not usually use personal computers and who have no broadband connection.
The project is based on the assumption that there is a spectrum dividend within the DTT broadcasting frequency spectrum due to the planning principles of the Geneva conference based on the equitable access where the spectrum was allocated to the countries regardless of the size of the television market.
An important part of the project is the survey of the demographic situation in the respective partner countries in the field of the broadband penetration and the usage of personal computers. According to the Digital Agenda, the goal is to provide not less than 30 Mbps for all citizens by 2020, and ensure that half of the citizens should have the access to at least 100 Mbps. Current data on broadband penetration in EU countries shows that this goal is very ambitious while many countries are experiencing slower growth of the broadband connections. The TV-WEB project is targeting the time period before the digital Agenda will be complete. It targets those sections of the population, who despite the broadband connectivity cannot not afford it and also those not using computers. The last group is important for the project, and particularly aims at reducing the digital divide.
The TV-WEB project will include technical, content related, regulatory and economical aspects, and result in a fully functional pilot system able to deliver Internet content over the DVB-T/T2 networks.
