Over the last thirty years, the Center for Systems Analysis (CSA) was instrumental in providing the technology transfer and information systems development to the Former Yugoslavia. Systems implemented include: Hydropower Operational Planning System for the Drina River – UNDP Project, Decision Support Systems for Lika, Neretva and Cetina Hydropower Systems, Simulation and optimization models for Irrigation System Dujailah in Iraq, Water Resources Planning Models for Istria – FAO Project, and Thirty computer models for Control of Water Resources in the Morava River Basin – UNDP Project
Recently, CSA developed a “Strategy for Development of Informatics in the Federal Republic of Yugoslavia”, 1997, and “Conceptual Design for Integrated Environmental Information System for the Federal Republic of Yugoslavia”, 2000, for the Yugoslav Federal Government.
Mr Milan Andjelic, a long-term CSA’s Manager, in the role of UNDP expert, took part in the development of the Serbian Strategy for Information Society Development which was adopted by the Serbian Government in 2006.
Ms Mila Mitic and Mr Milan Andjelic provided input for National Sustainable Development Strategy, managed by UNDP for the Serbian Government, covering the topic INFORMATION COMMUNICATION TECHNOLOGY AND KNOWLEDGE-BASED ECONOMY.

While working on the Strategy for the Development of Informatics in the Federal Republic of Yugoslavia and the Conceptual Design for Integrated Environmental Information System, the Institute came into realization that information systems are social systems that are implemented technically. Thus, the development of information systems is a very difficult and often unsuccessful process especially in developing countries. They also realized that along with more efficient work of the organization for which they are being developed, the information systems should also enable comprehension of the same among the organization and learning. Also, there is quite often the issue of overcoming the conflicts of interest among various groups that the information systems should help happen. Information systems should develop in accordance with the development of organizations that they are used for. The Institute realized that there should not be only the exclusive use of the paradigm of technological determinism and that it is necessary to apply a systematic approach for the development of the information system. This should make it possible for the information system and the system which it is used for to be created based not only on the possibilities of information technology but also on the status and possible changes in the society and the desired changes in the culture of the society and a deep understanding of the same.
Based on the acquired knowledge, the Institute completed “Planning Framework for Water Resources Information System Development” for Serbian Public Enterprise “Srbijabvode”, 2001, and is now developing Drainage Information System for Vojvodina Public Enterprise “Vode Vojvodine.”
