Since the beginning of the eighties of the last century, STPRC associates have been researching systematically development of science and technology as well as policy of scientific and technological development. Their long-lasting researches have resulted in deep and hidden connections and strong and yet elusive interactions between science, technology and culture.

Research results pointed very clearly to the key role of the culture in the entire modernization process in our region. These and other results, and hypotheses that the culture should define the style, type, dynamics and effects of technological development in general, imposed a need to assemble certain number of researchers and other interested parties in order to support existing and encourage new researches of interaction between culture, technology and development.

As this was interdisciplinary and multidisciplinary research, the conclusion was that scientific conference would be a good way to gather engineers and researchers in the field of natural sciences, sociologists, economists, philosophers, anthropologists, historians and others in order to get acquainted with each other and to understand the research results of other scientific disciplines, to enrich their own knowledge and, consequently, to launch new research projects, establish new researchers networks, develop new databases, etc. And all that with one objective: better understanding of very complex relationship between technological and cultural development and their connection with the general development in region.

Celebration of the 140th anniversary of the birth of Mihailo Pupin contributed significantly to these intentions. On this occasion, i.e. in 1994, the Executive board of the Institute Mihailo Pupin decided to organize traditional scientific conference “Technology, culture and development” (TCD) annually together with other scientific organizations, always with different subject. The following year, in 1995 Faculty of electrical engineering from Podgorica and in 1996 Faculty of economy from Subotica joined the Institute. Since 2000 the main organizer of TCD activities has become the Association “Technology and Society”.

22 conferences were held since 1994, alternately one year in Montenegro, and the following in Vojvodina (Palic). These conferences presented the multidisciplinary spirit of the Association “Technology and Society”, connecting various professions: scientists, professionals, public administrators, artists and others.
